As suspected by those who realise that there is no renewable energy on still nights, it is simply not possible to have "Australia running on 82% renewable energy by 2013", although there are plenty of people in government and renewable industry who want you to believe it. As far as energy storage goes, there is zero effort being put into synthetic fuels and batteries will always be far too small. Near to that date, our leaders will placate our disappointment by saying that they never said "82% of our energy", they only meant "82% of our electricity". Closer to the date again, they will say we never said "of our electricity", they only meant "82% of the capacity of our electric generation". Instead of fossil reductions, we will discover that the country's consumption of fossil gas has steadily increased over those few years.
